Stunt dubbing Woody Allen took a Japanese spy film and dubbed in new dialog, creating something of a comedy. It's really just an experiment - it works in ways, but it's not a movie - at least not a complete one, really.
The most interesting aspect is simply considering this stage in Allen's rise to film auteur. The jokes are his, but like his other films around that time, there's not much depth to it. Perhaps it's a bit much to expect, given the formula, but I like to think he'd make a much better film if he'd do it again.
